How it routes

Tier 0 — auto-post: whitelisted category, all checks pass.

Tier 1 — bookkeeper queue: variance breach, over ceiling, missing optional support, non-whitelisted category.

Tier 2 — VP queue: closed period, brand-new accrual, velocity-cap trip.

Blocked — kill switch, unbalanced, GL not in category whitelist, reversal without source.
